The Success of Substitutes...

...is the school administration's responsibility. Fact is, if first-year teachers have to sink or swim, the waters are even more dangerous for subs. However, administrators are not there with the life-saving buoy for their first years,and they are even less there for subs. So subs need to help themselves.

“Do Education Schools Give Too Many A's?”

That is the question posed by a recent EdWeek article and answered in the affirmative by a recent study out of the University of Missouri which found that students majoring in education at public universities receive “significantly higher grades” than other majors at the same universities.

Several years ago a prominent local newspaper asked for and got a massive Excel file containing the grades all professors gave for an academic year at one of the state universities. As a courtesy, the university emailed the same Excel file to all the professors, and thus I acquired a copy. No student names were divulged; grades were aggregated by class, then section, and then sorted into grade categories without cross-referencing student majors. Nevertheless, it was very clear that education grades are one to two grade points higher than other course grades. Only rarely does an education professor hand out anything but an A. The main exceptions were the “Math for Elementary Teachers” classes, taught not by members of the education department, but by mathematics faculty. Frequently, as many as 50% of the students fail this gatekeeper class on the first attempt.

In this particular state university, students must pass “Math for Elementary Teachers” in order to apply to the College of Education. I have seen students repeat the class three and four times. One student, exultant that she had finally passed, confided to me that she passed only because the professor got bogged down in multiplication and never covered fractions, decimals and percents, the topics she failed the previous times. What grade does this student aspire to teach? Fifth, the grade that is all about fractions, decimals, and percents. And what did this student propose to do to overcome her evident math weakness? “I'll figure it out when the time comes,” she said. It made me wonder how many elementary teachers are trying to figure it out in classrooms all over the country.

Fact is, if they have not figured it out before they graduate, they probably never will. Targeted intervention has been a disappointment.

Teachers cannot teach what they themselves do not know. Even more startling, the math teachers in the study were middle school teachers, not generalists like elementary teachers. Nevertheless, what makes the study somewhat generalizable to elementary teachers is that only 23 percent of the middle school teachers in the study majored in math or a math-related subject.

I am guessing the professor stuck on multiplication faced a dilemma. He was stuck because so many class members were struggling. Does he slow down in hopes of achieving mastery, or does he press on and cover the required material even though he knows he is probably guaranteeing failure? He actually has two dilemmas. If he presses on and fails the repeaters, some of them might abandon education. But the department wants the tuition money. Slowing down is a win-win for the professor and the department. The professor artificially passes students. They give him glowing evaluations and he gets to keep his job. The department is assured of receiving tuition dollars until students so passed graduate. However, it is an eventual lose-lose for the student and later as a teacher, the teacher's students.

High education grades are a puzzlement considering that education students typically have lower SAT and GRE scores. I recall a challenging professor in my grad student days. The class was educational statistics. My classmates complained bitterly and even circulated a petition to replace the professor with someone “easier.” One classmate said with a straight face, “If we wanted to work hard, we would have majored in something besides education.” I wrote a letter to the chancellor defending the professor and angering my classmates who insisted that we needed to present a united front. The professor lost his job anyway. The university decided there was no point in keeping a professor if students refused to sign up for his class in the future because of the scuttlebutt. Need I mention that the object lesson was not lost on the rest of the education professors.

At the end of our studies, my cohort held a thesis party where we drank tea, ate cookies and passed around our theses. I was shocked at the low quality of the theses and embarrassed that all these people would get the same degree as me for a lot less work. I worked hard on my research, and the data later became the basis for a widely adopted curriculum design. I had all A's for my course work, but so did the rest of my cohort. Big deal. I felt that their degrees, acquired so easily, devalued my degree. Only later did I discover the universal low status of education degrees.

Some of my classmates have since become education professors themselves. Some critics of the Missouri study think the reason education students get higher grades is because they are taught by experienced trained educators. Not. In 2009, I did a small exploratory study examining curricula vitae of education professors. More than half listed no significant teaching experience on their curriculum vitae.

At this point in my life, I have observed three education departments either as a student or as a professor. It seems to me the grade inflation is a kind of mutual symbiosis. Both the professors and the students have an unwritten understanding: students get As, professors get glowing student evaluations.

Me, I did not get the memo. (Well, maybe I did, but I ignored it.) The first time I taught a curriculum class, I gave the students, predominantly seniors, a list of all the assignments for the class and the due date of each. The next day half the students dropped because there was too much work. They signed up for classes with a lot less work. Come time for the midterm, an open book test, most of them brought no book to class. Based on their experience in other education classes, many had not bothered to purchase it. Of those who had brought the book, it was perfectly obvious they had never opened it, even though there had been assignments that (supposedly) required at least a little bit of information from the book.

I returned their midterms with no grades. I gave a lesson on writing essays, because according to them, no one had ever explained what “compare and contrast” means, or how to defend an opinion. They believed that an opinion piece could never be downgraded because “everyone is entitled to their own opinion” and “opinions cannot be wrong.” The idea that they were being graded on how well they defended their opinion was news to them. I was accused of being unfair for not telling them my grading criteria, as if defense of opinion was not a self-evident criterion. I gave them a second chance to write their midterms, but with the additional requirement that the tests must be typed, proofread, and properly cited. I gave them a week. Most simply typed up the exact same garbage I had returned the week before. At least they corrected the spelling.

Then there was the student who missed the final exam because she went to The Price Is Right. She acted surprised when she failed the class. She went to the chair and complained that I was destroying her dream to be a teacher.

I wondered what some of the other professors were doing, and when I became a university supervisor of student teachers, I found out. My charges uniformly expressed surprise at the superior quality of my feedback after observing their lessons. They often asked why their methods classes (especially math methods) did not teach them any of this stuff. I asked them what they had done in their methods class.

“We just played with manipulatives.”

“What did you think of that?”

“We loved it. It was fun.”

“What do you think now?”

“I think we should have not given our instructor such great evaluations. S(he) didn't teach us what we needed to know.”


One education professor, who had been the state Teacher of the Year (don't start me on what a bogus award that is), thought his science methods students should complete science fair projects and display them at the upcoming science fair. The professor's idea was that teachers should be more in touch with students by completing the same assignments.

Fair enough, however the education students produced no better displays than fourth graders, and in many cases, their work was much worse. Okay fine, but did their grades reflect the quality of the work? In what was probably a tactical error on the professor's part, he had posted grades and notes on the backs of the project boards where I read them. Each and every education student got an A. Each and every student got a nice comment, like, “You will make a wonderful teacher.”

Punitive student evaluations are only one problem. The professor who does not play ball will have other serious problems. In another class of mine, eight students failed. In utter shock, they went to the department chair who took it upon herself to forge my signature on grade change forms for them. When I confronted the chair, she said the students who failed were in a scholarship program to foster higher rates of university attendance among certain populations. If they did not maintain at least C averages, they would lose their scholarships, and the department would lose their tuition money. Naturally, the relationship between the chair and myself was never the same.

As another EdWeek article points out, “It is common knowledge that graduates of university-based teacher education programs find their student-teaching experiences more valuable than their other coursework.” Perhaps if the course work were more relevant, practical and rigorous, education students might feel they had gotten their money's worth, and our schools would have true professionals for whom administrators would not feel the need to buy scripted curriculum.

The Real US Teacher Supply Problem

The main problem with the teacher supply is that 50% of education majors are great. They are smart, academically able, motivated for all the right reasons—just wonderful. Sure they are green, but everyone has to start at the beginning. This essay is not about them. Then there are the other 50%. Some of them may be plenty smart, but they are the antithesis of the great 50% and what is worse, motivated by all the wrong reasons.

I taught three teacher education courses: Math for Elementary Teachers, First Language Acquisition, and Early Childhood Curriculum. I taught these courses after decades of classroom teaching experience. I am not even going to discuss how hard it is for a teacher who offers nothing but experience to even land a university teaching gig, except to point out how silly it is for colleges of education to turn away experience in favor of a PhD, and how ironic that a teacher who chose to stay in the classroom is at an extreme disadvantage when it comes time to pass on their wisdom.

Aspiring teachers have lots of hoops to jump through. Significantly, none of the hoops poses much of a challenge. The hoops are proforma, doing little more than keeping the line moving forward in an orderly fashion. Everyone eventually gets on the Ferris wheel.

I have asked countless students why they want to be teachers. The answers they give range from heart-warming to pathetic. One said it was either teaching or the Army. Several have said it was because they flunked out of Hotel Management or Business. Many consider teaching their last viable option for employment. Furthermore, regardless of your opinion of the SAT, it is well-documented that education students tend to have lower scores than students in most other majors. Colleges of education need to become more selective. The last time I said so at a faculty meeting, the chair said that it was a great idea but the school could not afford the hit on tuition.

Education students are notoriously weak in mathematics. At one university, 95% percent of all elementary education students were unable to score 70% or better on a straightforward computation pretest of first through sixth grade math. Meanwhile, Math for Elementary Teachers students complain about how unfair of the university to make them jump through the worthless hoop of studying elementary math. “We learned all that in elementary school,” they say, “The university is wasting our time and our tuition money.” They say this even after they see their scores on the pretest.

The colleges of education are well aware of the fact that education students do not possess what Liping Ma calls “profound understanding of fundamental mathematics.” Most colleges of education require education students to take a series of elementary math courses. 50% of each section will likely fail the class. They will repeat until they pass. One student asked me to congratulate her when she passed on her third attempt. Then she confessed sheepishly, “But I passed because that professor skipped fractions and decimals.” I was aghast. “You failed fractions and decimals in my class,” I said. “What grade do you want to teach?” “Fifth grade,” she said. I was aghast again. “Fifth grade is all about fractions and decimals. What are you going to do?” “I guess I'll figure it out when the time comes,” she replied. Sadly, she is all too typical of THAT 50%.

Perhaps you are certain a student like her will never graduate. You would be wrong. That 50% will graduate with near 4.0 GPA in their education courses. They will have struggled to maintain a 2.0 in all their other university coursework. I know this because the university sent the local newspaper a massive spreadsheet containing a year's worth of grades, with copies to every professor.

Maybe you think the 50% will wash out during their student teaching placements. They won't. The university supervisors responsible for observing and evaluating student teachers are generally non-tenured adjunct professors. They are under tremendous pressure to push the 50% on through. University supervisors who actually have halfway rigorous evaluation standards may very likely lose their jobs due to off-the-record complaints because “it just wouldn't be right to wash out students who have invested so much time and money into becoming a teacher.” Students, with rare exceptions, cannot fail. Students failure would put the school of education cash cow at risk.

Surely, the 50% will be stopped at the state certification gateway. Not at all. Many state departments of education have agreements with the state colleges of education. Anyone who graduates from a state college automatically gets a teaching credential. Ironically, the proven veteran of long experience who moves to a new state may be able to get a new state credential but will not be able to keep it. When the new credential expires for lack of employment, the experienced teacher will be falsely considered unqualified.

Of course no principal will hire those poorly qualified and unmotivated teachers from the 50%. Wrong again. Principals (and the general public) consider mere possession of a teaching credential to be prima facie evidence of quality. In fact, principals will hire one of the 50% over an experienced, proven applicant because the novice is cheaper. Thus the 50% occupy an awful lot of our nation's classrooms. “Teachers with 10 or fewer years’ experience now constitute over 52 percent of our teaching force.”

No wonder school administrators do not defer to the knowledge, judgment, experience, and professionalism of their faculty, since 50% do not belong there in the first place. No wonder publishers have made big business out of scripted curriculum. Teachers, a strange hybrid of employee and professional, want the esteem due a professional. To the extent that selection and training is weak, the profession is demeaned.

MacDuff: The New New Math

ASUs Cognitive Instruction in Mathematical Modeling (CIMM), makes a huge claim: the ability to render “all the notoriously difficult” mathematics topics like fractions, negative numbers, place value, and exponents “trivial.” Those pesky math topics well deserve their reputation. The trouble students have with understanding math can usually be traced to misconceptions with fractions, negative numbers, place value, and exponents. In fact, textbook adoption committees can save precious time by limiting evaluation to these particular topics.

Math Teachers Do Not Understand Math

The mountain of documentation that teachers are not learning the math we expect them to teach, especially at the elementary level, grows higher every day. I touched on this point in my report on calculator research with young children. The National Council of Teachers of Mathematics has gone on record recommending calculator use in the earliest grades with the important caveat, “under the guidance of skilled teachers.” Ah yes, skilled math teachers, where are they to be found? By all accounts, skilled math teachers are not to be found in our elementary schools. Hence, the subtitle of my report, “A Moot Point Without Skilled Teachers.” Targeted efforts to improve the content knowledge of our teachers have proven disappointing.

Dr. Robert MacDuff discussed the lack of skilled math teachers and the failure of teachers to master math content in spite of all efforts in his essay entitled, “the Math Problem.” His intriguing title means he believes the problem is with the math content itself. Dr. MacDuff asks, “Could mathematics itself be flawed?” Whatever could he mean? Is he proposing to fix mathematics? In a word, yes, Dr. MacDuff suggests retooling math content from scratch.

Our research suggests that the problem lies in the difficulties imposed on the students by asking them to learn a flawed mathematics content.  Their difficulties in turn, lead to a drastic underestimation of their capabilities and thence to shortchanging them in their education.  The solution therefore requires a profound re-thinking of the foundations and assumptions of mathematics itself. 



Whoa, that's ambitious. Dr. MacDuff would start by considering collections of objects.

The system of ideas that is emerging from this process can be described as a “mathematics of quantity”, which takes as its starting point the consideration of collections of objects. 


I have been on the education merry-go-round for quite a while and I remember when one of the carousel horses was New Math, which took for its starting point, set theory. What are sets, but collections of objects? Was Dr. MacDuff proposing a return to the detested New Math? Let's see.

This approach separates the learning of mathematics into four major subsections: conceptual understanding (grouping structure), symbol construction (algorithmic manipulations), problem solving and mathematical reasoning.  As defined here, conceptual understanding and mathematical reasoning are not to be found in standard approaches to mathematics education.  And yet these are the critical components.


Teach Real-World Math

Dr. MacDuff is not suggesting the use of real world applications, although he is not precluding them either. “Real-world” means the idea that math is happening all around us. Number sense (and mathematics) starts, not with numerals, but with collections of objects, Piagetan conservation of quantity and relationships between quantities.

Some math teachers do emphasize conceptual understanding and mathematical reasoning in their teaching practice. A student may be lucky to draw only one or two such teachers sometime between kindergarten and high school. However, the traditional American approach makes conceptual understanding and mathematical reasoning the servant of algorithms, not its master. In other words, many teachers try to use mathematical reasoning to help students memorize the algorithms rather than guiding students to learn the math for which the conventional algorithm becomes one of many possible problem-solving strategies.

I deplore the current drive to push first grade curriculum into kindergarten. Teachers give kindergarten children pencils and paper and teach them conventional algorithms. The children spend the first few weeks of kindergarten learning to write numerals. Some of them even appear to master the so-called math they are taught. If they dependably get right answers, they internalize the idea that they are good at math, when in actuality they may not understand math at all.

It is possible to execute an algorithm with no real understanding. How many adults have any idea what is mathematically happening when they perform an algorithm like long division? The math mis-education is further compounded when non-math explanations are routinely substituted for and identified as math explanations. A good example is the typical explanation for the division of fractions. Ask any good math student and you will be led through division of fractions as multiplication by the reciprocal, a non math explanation for why the trick mathematically works. Or how about multiplication of decimals? Mathematically you are not counting decimal places; something mathematical is happening that makes counting decimal places work.

Start Math Instruction by Avoiding Numerals

Children can learn lots and lots of math without ever picking up a pencil and paper. In fact, making kids write math before they have mastered the mathematical relationships creates learning obstacles the children may or may not overcome. Meanwhile, many of these same children, the ones who get right answers, have been told by our education establishment that they are good in math, and they believe it. In the plainest terms, schools have been lying to students about their math abilities forever. For thirty years, I have preached this idea about math education like an evangelist.

I teach Algebra. I cannot tell you how many math whizzes show up to Algebra without the slightest clue about the concept of place value. Sure, they can name the place of any given digit, but naming is a far cry from understanding the mechanism of place value and its importance in mathematics. I almost always redo elementary math with students before we launch into the “real” subject matter of my class, algebra.

According to Dr. MacDuff, one part of the brain deals with math, while another part of the brain deals with numerals (like “12”) and yet another part of the brain deals with linguistic representation of numbers (like “twelve”). The traditional approach to math stimulates the wrong parts of the brain. No wonder so few students (and their teachers who were once students) get it.

Dr. MacDuff is not proposing a return to New Math. He is proposing a structural retooling of the math curriculum so that we actually stimulate the part of the brain the deals with math. Some of us have taught that way all along. Dr. MacDuff proposes to make my idiosyncratic methods the system-wide norm. Allelujah!

Education Professors: Blind Leading the Blind?

I don't know about you, but my education students have often groused about what they perceive as the lack of teaching experience among those tasked to teach them how to teach. Every term, after my self introduction, my students come and tell me how happy they are to finally have a professor with significant teaching experience. But my students are only speculating. Perhaps they surmise a lack of experience because their other professors do not claim any when they introduce themselves.

On the other hand, I found myself also often speculating. I would listen to my colleagues and shake my head. Once I checked all the online resumes of my colleagues in the education department. I was disappointed. Most of my fellow education professors lacked what I would consider significant teaching experience. Maybe they spent some time as a guest in an elementary or secondary classroom for the purpose of completing a thesis or dissertation. But real, in-the-trenches experience? Not there. I mean, the kind of experience where you are held responsible for the academic achievement of anywhere from 20 to 180 students at a time while receiving no administrative support and routinely suffering the indignation of having your professional judgment undermined, because as everyone knows, US teachers are no good. The experience of maintaining classroom control in difficult circumstances. The experience of being called a professional while expected to teach from a scripted, “teacher-proof” curriculum.

Most of my colleagues had never really taught students. For many years afterwards, I wondered if my university was unique, or if the lack of teaching experience is a common characteristic across the board, anywhere in the country. I knew conducting such a study would be difficult. Department chairs would be unlikely to grant me access to curricula vita, the fancy academic term for resumes. I did not want to conduct a survey. Respondents self-select, and I was not sure I would be able to trust the data. Respondents often try to tell you what they think you want to hear, or what will reflect positively on them.

I made an attempt to find resumes online, just as I had for my own university, but the results were sparse. Intermittently I repeated the attempt. In November 2009, I finally felt I got enough hits in my Google search to take a random sample. I did not include myself even though I have decades of teaching experience. I could have collected data from hundreds of resumes, but after seventy I got tired. It seemed I had more than enough. A clear picture was emerging.

A full 25 out of 70 resumes had no teaching experience listed. However, I cannot positively conclude that the professor had no significant teaching experience, only that there was none listed. It is possible the professor omitted it from the resume. People often leave earlier job experiences off resumes in favor of more recent experience. If I were looking at typical one-to-two page resumes, omission of early experience is perfectly sensible---except these online resumes were very long and detailed. They can run to ten pages or more, and list every conference or workshop ever attended, every publication even if only a letter to an editor, and evidently, every education job ever held.

I can only speculate why so many professors of education neglect to list any teaching experience. The most ready conjecture is that professors who list no teaching experience actually have none. But in the interest of being fair, I will only go so far as to say 36% of education professors did not list teaching experience. I did not count what appeared to be short-term guest appearances or student-teaching experience. Many of the professors who did have significant teaching experience had never been student-teachers. The student-teaching requirement is actually fairly recent. I, myself, with 35 years of teaching experience have never been a student teacher.

Another 26% either did not specify the number of years teaching or taught three years or less. In fact, a mere two years is the most common number for years of experience, accounting for 9 out of 70 resumes. Therefore, a total of 43 education professors (61%) our of 70 have little or no significant teaching experience. Furthermore, what teaching experience there is tends to be very old. Thirty professors have not taught for twenty years or more. Only five had teaching experience within the present century.

The big surprise was that my random sample turned up two very famous and well-published education professors. One had zero experience listed; the other taught high school math for two years in the early seventies. I have greatly appreciated the published insights of both of these professors over the years, and have cited them liberally during my long career. Clearly their lack of “significant” teaching experience has been no disadvantage to them. It makes me wonder how important experience really is.

The student we can observe most closely is ourselves. Perhaps careful reflection on the eighteen plus years each of us spent as students can be nearly as informative as actual experience. Perhaps education students are asking the wrong question. It is not how many years of experience, but what was learned from experience. An old quip asserts that some veteran teachers have twenty years experience, while others have one year twenty times.

The picture of professor teaching experience is not entirely bleak. The good news is that 8 of 70 professors (11%) had more than ten years. The professor with the most experience had 17 years. Half of the professors with more than ten years of teaching experience got that experience in the 1980's. There was one professor with 16 years experience whose last year of school teaching was 2005.

Recency by itself may not be relevant. Naturally, older professors likely taught longer ago than younger professors. It is also not clear if professors do anything to stay in touch. I teach summer school in a kid's program held at a community college. I fully recognize that my summer school teaching is significantly different than academic year teaching. I do not assign homework, give tests or grade performance. Things are pretty laid back. Discipline is rarely an issue. As an aside, I have observed that student learning in this no-stress summer school environment is not less than in an stressful academic year environment.

I teach both “fun” subjects, and academic subjects designed to supplement their regular school curriculum. Kids sign themselves up for the fun subjects, and parents sign them up for the academic subjects because “it will be good for them.” There is quite a bit of student resistance to the academic subjects. Sometimes I win them over before the end of the session, sometimes not. I often feel if the sessions were longer than three weeks, I would have 100% buy-in. It is unclear from the resumes how many other professors have regular contact with elementary or secondary students, even if not “significant” in the way I have defined the term.

One thing apparent from the resumes is that teaching experience is slighted even by those who possess it. The resumes give only the briefest summaries of teaching, such as “1977-1979 HS math.” I cannot speak for my colleagues, but my teaching experience during a stint as a high school math teacher included guidance counseling, grant writing, club advising, and all kinds of other responsibilities. I can list many accomplishments during my teaching career. The lack of detail regarding teaching experience on so many very lengthy resumes may be a reflection of the value of teaching in our society.

The saddest fact of all is that colleges of education consider applicants with a PhD and minimal experience superior to applicants who devoted themselves to students until they were gray-headed. They have nothing to offer the colleges of education but experience, but their experience is unappreciated.

Teachers with Masters Degrees Not Worth Their Pay?

Schools are having trouble paying the bills. The extra pay teachers get for having a Masters degree costs schools nearly $9 billion per year. One college of education, the University of Washington, has proposed a strategy: “decoupling” extra pay for teachers who earn Master's degrees. Besides, what are the schools getting for the extra pay? By all accounts, teachers with Master's degrees do not get any more academic achievement out of their students than teachers not so well endowed.

Not surprisingly, the recommendation went over like the proverbial lead balloon. In fact, the original link has disappeared.

The authors expected push back from teachers, and got it. However, it was the the reaction of their colleagues from other colleges of education that seemed to take the authors most by surprise. Think of the revenue the colleges of education would lose. If teachers do not get paid for their Masters degrees, maybe they will not bother to enroll for Masters programs.

Okay, first, I would not like to think that the colleges of education would even come close to suggesting fixing their research recommendations around self-interested revenue considerations. Nope, I would not like to think that. So I will put that thought away for the moment and press on.

The University of Washington researchers concluded that students of teachers with Masters degrees in math or science posted achievement gains. Strangely, a separate study found teachers with degrees in math or science had no advantage, at least at elementary and middle school levels. No wonder practicing teachers declare a pox on all their houses. Guidance from the ivory towers is pretty fuzzy.

The University of Washington researchers believe that part of the problem is 90% of Masters degrees are in education, and everybody knows how worthless those degrees are, including the teachers who hold those them. You can hardly spend five minutes in a teacher's lounge without hearing someone complain about what a waste of time, educationally speaking, their Masters was. But at least there is the monetary compensation.

The researchers have an answer. They suggest tying extra pay to student outcomes as if they have completely missed the merit pay debates swirling around them. The most common, yet questionable, proxy for student achievement is test scores. Teachers have no control over many of the variables that influence academic achievement. Merit pay proposals perennially fail on the question of equitably evaluating teacher efficacy. The study authors would convert Masters pay into merit pay. Furthermore, colleges of education must surely bear some responsibility for the worthlessness of their Masters degrees.

But I see the issue another way. In my experience, it is usually successful, practicing teachers who go back to school for their Master's degrees. They have already proven themselves in the classroom. So it is not surprising that research fails to correlate increased academic achievement (whatever that is) with acquisition of a Masters degree. The chronology is backwards.

I do not begrudge teachers their “masters pay bump.” When it come to education, society has arrived at very little consensus on anything, except agreement that teachers are paid too little. If schools want to save money, they might start by laying off a few overpriced and unnecessary administrators. I know of a county with population 50,000 and eleven separate one-school districts with enrollments around 150 pupils per “district.” Each “district” has four expensive administrators: superintendent, assistant superintendent, principal, and vice principal. Talk about overkill.

Another thing the researchers do not understand is that the Masters degree can become a mill stone around the necks of teachers who change districts. It may even render them virtually unemployable. Schools routinely reject the applicants with the most education and experience. I have advised graduate students that if they get a Masters, they better plan on never leaving their district.

Don't Blame the Schools of Education.

They are just doing the best they can with what they've got, says Pedro Noguera. First he grants the schools of education deserve some criticism.

It’s true that many schools of education don’t recruit the best students into the profession... and that too often the research produced in schools of education is of little use to public schools...As is true for American universities generally, there is considerable variability in quality among the nation’s schools of education.

Many graduates of even the best schools of education lack effectiveness in the classroom.

Graduates of teacher-credential programs at my university, for example, and at Teachers College, Columbia University, are highly sought after, even at a time when teaching jobs are scarce. Does this mean that they are highly effective when they enter schools? In many cases, they are not.

The game is rigged against these promising graduates.

But this is not because they lack the intellect or dedication. Rather, it is largely because they are frequently assigned to work in the most dysfunctional schools and are expected to teach the most disadvantaged students. This is precisely what many schools and districts do to new teachers.

I completely agree that many schools essentially sabotage their new teachers.

In fact, there are schools which routinely assign the most difficult students to the most novice teachers. Older teachers believe they have paid their dues and deserve less challenging students even as their competence presumably improves with experience.

Mr. Noguera has four recommendations:

1. Give schools of education a financial reason for establishing lab schools in difficult areas.
2. Provide more debt relief for math and science majors.
3. Incentivize academia to collaborate with classroom teachers in the development arts, humanities, and science curricula.
4. Use work-study to motivate undergraduates to tutor in high-need schools.

I will add a fifth recommendation. Schools should hire the veteran math and science teachers they have pushed away for decades.
schools could also welcome veteran teachers who move into their communities as the valuable assets they are instead of viewing them as budget breakers. State credentialing commissions could remove the arbitrary obstacles that make it difficult for proven out-of-state teachers to get certified in their new state of residence.
I am not talking about alternative certification. I am talking about proven classroom veterans. I also agree with the first comment to Mr. Noguera's article.
Why not establish teacher-training programs with instructors who can show education students how to work effectively and exclusively in dysfunctional schools?
In fact, I did a small study of the curriculum vitae (resume for the uninitiated) of professors of education. The data confirms the common student perception that half of their professors of education do not have genuine teaching experience. It is difficult to find a professor of education with over ten years genuine teaching experience, and exceedingly rare to find one with more than twenty years.

Ironically, at precisely the time when a life-long teacher would be most valuable to the next generation of teachers training in our schools of education, they are at an extreme disadvantage. Anybody with a PhD goes to the head of the applicant line over dedicated teachers who were too busy actually teaching to go to graduate school. If they are hired, they will very likely be relegated to the ranks of the never-eligible-for-tenure. A little budget trouble and they are laid off on a last-in, first-out basis. Schools of education unload their most experienced teachers first. Maybe the schools of education could do with their own alternative certification program.

Confounding Teacher Recruitment by Discouraging the Best

"Good teachers matter. The data on that are clear. If we want more talented people in the classroom, a first step toward encouraging them would be to stop discouraging them."


I did not expect to see a piece about education under Yahoo Personal Finance, but there it was. What would an economist, Charles Wheelan PhD, say about education? Usually it is educators (like me) who write about education. The fact he is not an educator may be a point in his favor. At least he will not have an educator's biases. On the other hand, not being an educator, he may not understand the shortcomings of applying a business model to schools.

He implies that “alternative league” players become teachers, and because they are “alternative league” players, they naturally resist the threat that merit pay proposals represent.

The idea of some kind of merit pay has been kicking around for 20 years, if not longer. But this discussion almost always focuses on how compensation practices affect the incentives (and therefore the behavior) of existing teachers.


In fact, too many teachers chose education precisely for the cozy situation of job security with no accountability.


Economists refer to this phenomenon as adverse selection. Individuals use private information (their expected productivity in this case) to sort themselves into a job with a compensation structure that suits them best.  Public education is the equivalent of the alternative league.


His wife is about to make a mid-career change into teaching math, so very soon she will be able to enlighten him about the realities of our education system. Apparently she has already begun.

First, all prospective employees must undertake two years of full-time specialized training, at their own expense, just to be considered for a job. Study after study has shown that this training has zero connection to subsequent performance at the firm, but Company B sticks to this screening mechanism anyway.

I do not know about you, but I can almost hear his wife talking as if I were right there sharing breakfast with them.

Prospective teachers jump through hoops because state law says they have to. If a state requires that all public school teachers take a course on the history of discrimination against left-handed children, then training programs will make a fat living offering courses on the history of discrimination against left-handed children. The state requires the course, education schools offer it, and future teachers must take it. There is nothing in that process to ensure that it actually produces better teachers. 


I agree with something Dr. Wheelan says right now.

Good teachers matter. The data on that are clear. If we want more talented people in the classroom, a first step toward encouraging them would be to stop discouraging them.


He strongly implies that merit pay will attract higher quality aspirants to teaching.

The most pernicious aspect of the public education pay structure is that it discourages motivated, productive, energetic people from entering the profession in the first place.


Between the pay structure and the certification requirements, the situation is well nigh hopeless.



We compound that problem with ridiculous teacher certification laws.  Despite a steady flow of evidence that our current teacher training requirements have essentially no correlation with performance in the classroom, most states continue to mandate that prospective teachers undertake expensive and time-consuming courses. That, too, is a huge deterrent for bright young people who might otherwise be attracted to teaching.


One day his synthesis of education and economics may produce pearls of insight. I look forward to a regular place at his breakfast table.

“Do Teachers Need Education Degrees?”

That's today's question on the New York Time's Room for Debate feature.

The debate suffers from confusing graduation from a school of education with the process of credentialing, understandable since graduation from a school of education is usually a prerequisite to a credential.


But current teacher training has a large chorus of critics, including prominent professors in education schools themselves. For example, the director of teacher education at the Harvard Graduate School of Education, Katherine Merseth, told a conference in March that of the nation’s 1,300 graduate teacher training programs, only about 100 were doing a competent job and “the others could be shut down tomorrow.”


Do you agree with Katherine Merseth? Are you a graduate of a college of education? Maybe you are old enough to have started teaching before a degree from a college of education and possession of a credential were taken as proof of quality and competence.

See what the nine respondents and the myriad of comments (477 as I write) have to say and feel free to add your own two cents. Personally, I think it is instructive that of the nine respondents, only one is actually a school teacher. Our society does not have much use for someone who wants to be the best teacher they can be, and spend their whole life “making a difference” everyday for students. The only viable career ladder in education is outside the classroom. What is worse, many of the career ladder positions either do not require or do not value teaching experience. For example, a principal needs only three years in the classroom.

A teacher who waits too long to get on the career ladder may find it an unwelcoming place. Such teachers applying for positions outside the classroom may be rejected with a dismissive, “All you have ever done is teach” comment.

Anyway, here is a potpourri of excerpts from the debate:

Michael Goldstein wonders if someday proven experience might trump an embossed piece of paper.

Many education schools have already been wrestling with their mission. Is it to do education research and pose larger questions? Or is it to train 22-year-old schoolteachers to be ready for Day 1 in September?

If merit pay indeed becomes more common, then teachers are likely in turn to become more demanding customers — they will want more practical guidance.
One result may be a new labor market in education schools, where top veteran schoolteachers, those who know how to map backward from an algebra final or how to enlist challenging kids, are prized as lecturers, in lieu of ivory tower theorists.


On the other hand, Margaret Crocco thinks practical training is exactly what the colleges of education offer.

What T.F.A. represents for some parents are young people with knowledge, skills, intelligence and ambition. These parents may assume that such attributes aren’t found in those who enter teaching through traditional teacher preparation programs, which typically invest more time in education courses — addressing the “how” of teaching — than does Teach for America. As far as these parents are concerned, teaching boils down to talking


Patrick Welsh, the only practicing teacher on the panel, gets right to the point.

The credentialing game in public education may have once been a well-meaning effort to create some measurable criteria to maintain standards, but it has turned into an absurd process that forces both teachers and administrators to waste time jumping through hoops that have little or no relation to their job performance...

bureaucrats, obsessed with rules and numbers, would rather hire a mediocre but “fully certified” prospect than the brightest, most promising applicant who lacked the “education” courses...

one of the brightest... teachers in the school ... was told he would not be certified unless he took a basic composition course, a low-level course he had been exempted from at the University of Virginia on the basis of his Advanced Placement score in high school.


I understand that young man's frustration. I was denied a math credential in one state because I did not have College Algebra in my transcript. Never mind that I had been exempted by the college placement exam.

Mr. Welsh's recommendation? “hire enthusiastic candidates who exhibit knowledge and love of their subject and a passion for communicating that knowledge and love to students” credential or no credential.

Jeffrey Mirel allows that maybe colleges of education deserve criticism, but they are improving.

Attacked for being purveyors of progressive educational snake oil, for providing inadequate instruction for pre-service teachers, and for pervasive anti-intellectualism, schools and colleges of education are among the favorite targets of educational reformers...

For a long time ed schools did not focus specifically on how to teach challenging content to all students. But that is changing.


Colleges of education need to start by being more selective about the applicants they accept.

Some of those applicants may actually be practicing teachers going for their masters. Arthur Levine laments the motivation of some of those applicants.


This system lacks quality control and too often encourages universities to offer quick, low quality graduate programs in order to attract those teachers who may be more interested in salary bumps than professional development.


James G. Cibulka, president of the National Council for Accreditation of Teacher Education (NCATE), is delighted that the NCATE is having such a big influence.

About half of our accredited institutions have aligned their master’s programs with NCATE’s propositions, and some have designed master’s programs to help prepare candidates for board assessments.


If you think teacher credentialing is more about state indoctrination than best practices, Martin Kozloff, a professor of education himself, is inclined to agree.
a master’s degree in most education subfields further stamps in the “progressive,” “child-centered,” “constructivist,” “developmentally appropriate,” postmodernist, pseudo-liberationist baloney that infects the undergraduate curriculum, and which leaves graduating ed students unprepared to provide their own students with coherent, logically sequenced instruction...

And if you ask graduating master’s students who have managed to escape indoctrination (because they are fortunately endowed with a wide streak of skepticism), they will tell you that they learned nothing new. Yes, many teachers with master’s degrees in education are more skilled teachers. But this is not because they got a master’s degree. They went for a master’s degree because they are intelligent, were already skilled teachers (self-taught), and had the gumption to go back to school.


I know when I went back to school for my masters, I was young and idealistic, and just wanted to be the best teacher I could be. I wish someone had told me what a waste of time and money the masters degree would be, especially a masters in education, and more especially a masters in curriculum development (as opposed to school administration). The masters degree has rendered many an out-of-district teacher virtually unemployable as the receiving district does not want to pay the higher salary. I'm not the only one who feels this way.

Finally, some common sense from Linda Mikels, the principal of Sixth Street Prep School, a charter elementary school in Victorville, Calif.

The art and skill of effective pedagogy is arguably equally critical to effective classroom instruction. While most aspiring teachers hope to develop these skills through university coursework, in reality the most effective training is acquired through an apprenticeship at a high-performing school with a highly effective classroom teacher. As with most trades, the craft of effective pedagogy is one that is best developed in the context of the “workplace.”

Uncontrollable Variables Muddy Evaluations

Does Jonathan Alter at Newsweek really know what he wants? His recent article, Peanut-Butter Politics, rightly pinpoints teacher effectiveness as a crucial component of classroom effectiveness, but accuses the teachers union of reluctance to actually hold teachers accountable. The problem is he has no viable accountability plan except a nebulous call for measuring teacher effectiveness in the classroom.

Teacher effectiveness–say it three times. Last week a group called the New Teacher Project released a report titled "The Widget Effect" that argues that teachers are viewed as indistinguishable widgets–states and districts are "indifferent to variations in teacher performance"–and notes that more than 99 percent of teachers are rated satisfactory. The whole country is like Garrison Keillor's Lake Woebegon, except all the teachers are above average, too.

Why? The short answer is teachers' unions. Duncan complained recently that the California school system has a harmful "firewall" between student evaluation and teacher evaluation. In other words, teachers can't be evaluated on whether their students actually learned anything between September and June. The head of the San Francisco union says it's nuts to judge teachers on whether there's evidence that shows improvement in their classrooms. An A for accountability, eh?

It takes a tough man to say, in the middle of a recession, "no improvement, no check." But if not now, when?


I addressed The Widget Effect a couple weeks ago. It is not so much that there is a lack of desire to hold teachers accountable. The main problem is that there are simply too many variables the teacher does not control. No one has yet proposed any fair way of evaluating teachers. And no teacher can or should be held responsible for (for example) the drunken uncle who lives in the student's home.
The worthlessness of evaluations creates a major disconnect in the school policy.

Though it is widely accepted that a teacher’s effectiveness matters more than any other school factor in student success or failure, it is almost never considered in critical decisions such as how teachers are hired, developed or retained.

Teacher effectiveness cannot be considered because teacher effectiveness is unknown. What's more, researchers have no consensus as to the characteristics of an effective teacher.
I would like to address the first two points.

It is easy to be negative and overlook the legions of highly motivated, highly competent, and highly effective teachers in our classrooms. In spite of the evaluation difficulties, we know they are there. here's the thing: many are recognized only years after a student has benefited from their influence. At the time, their students, with their lack of life experience, may not have realized what a treasure their teacher was. In fact, they may have even “hated” their teacher. Nevertheless, great teachers populate our classrooms in great numbers. A commonly appearing estimate is 50%. Around 50% of education students have the right stuff, but nearly all students will graduate and end up in our schools. Any college of education cohort can differentiate the more able from the less able among their peers. Maybe our colleges of education should be more selective, evaluating teaching candidates for suitability long before they have invested four plus years of time and money in becoming teachers.

Alternative Certification No Better, No Worse

Oh no, Ed Week, Say it ain't so.

Students who have teachers certified through alternative-training programs do no worse in mathematics or reading achievement than students whose teachers have been certified by traditional teacher education programs, according to a study released today by Mathematica Policy Research Inc.

The study, which was commissioned by the U.S. Department of Education’s Institute of Education Sciences, also found no correlation between teacher effectiveness and the amount of coursework that teachers received as part of their alternative or traditional teacher-training programs.


But Jane Leibbrand does not agree.


Jane Leibbrand, the vice president of communications for the National Council for Accreditation of Teacher Education, who had not yet had a chance to read the Mathematica study, said, however, that previous studies have shown otherwise. “A number of studies have shown that fully prepared and licensed teachers do make a difference with student achievement,” she said.
“Some alternate routes are of high quality, but many are mediocre to low-quality,” Ms. Leibbrand added. “Alternate-route programs often do not have to meet the same standards as traditional programs must meet.”


The study avoided the most selective programs, such as Teach For America, in order to compare more closely to typical traditional routes. Colleges of education are not very selective, so the study chose alternative programs that were also not very selective. Given the number of traditionally certified teachers who dismiss their education training as worthless, the study's conclusion is not surprising.


The number of course hours taken by teachers didn’t affect student achievement, according to the study.

What Career-Change Teachers Want

Surveys regularly tell us that career-changers are attracted to teaching. The latest survey is no exception, finding that 42 percent of college-educated Americans aged 24 to 60 would consider becoming a teacher. Like every other teacher recruitment effort, the survey ignores the competent, experienced teachers even of subjects with long-standing teacher shortages like math and science. These teachers are unemployable precisely because of their experience. Even more surprising is the fact that this survey failed to question any of these pushed-away teachers.

Many school districts have a policy of turning away applicants with more than three to five years experience. These involuntary career changers could be lured back to the classroom, but they want many of the same things career-changers from other fields want. The three main things career-changers want are:

1. A reasonable salary
2. Good working conditions
3. A quality alternative certification program

I will take each item in turn. But first, what are the characteristics of typical career-changers?

1. They are academically able.

These potential teachers are more likely than others to have a postgraduate degree, to have attended selective colleges, and to report having higher-than-average grades than other college graduates,


2. They are motivated.

Like most teachers, many are driven by ideals—they want to give back to society, or make a difference in their communities and the world. Some are looking to provide a positive role model to children, either because they themselves had such teachers or because they did not. Others are looking for a pursuit more meaningful than their present employment; and they see in teaching a chance to have a stronger intrinsic connection to their work.


3. They like science.
two-thirds of those interested in teaching said that they had considered the idea (of teaching) in the past, suggesting that a potential career switch has more than just casual appeal. Those working in engineering, science, and information technology are somewhat more likely than others to consider teaching, an important finding given the need for more teachers in STEM (science, technology, engineering, and mathematics) fields.



What do career-changers want?
1. They want a reasonable salary.

The survey found that career-changers want at least $50,000 per year to start even though $50K means accepting a pay cut. One suggestion involves front loading teachers' salaries, by paying teachers directly the amounts usually diverted to retirement plans because career-changers are older already.

2. They want good working conditions.
They especially want supportive school administrators who respect their competence and professionalism. Career-changers are not spring chickens. They expect that the willingness to take a pay cut is compensated by job conditions that make the situation satisfying: security, professional autonomy, a chance to demonstrate competence, the pleasure of making a difference and psychological safety.

3. They want a quality alternative route.
Veteran teachers do not need an alternative program at all, or if they do, it needs to be a highly accelerated one. The teaching credentialing process needs to be better articulated between states and teachers must be evaluated as whole persons, not a series of checked boxes. Currently, when a teacher moves from one state to another, getting the destination state credential can be a grueling and frustrating affair. Sometimes it appears that states seek to discourage teachers from being certified. Once they get the credential in hand, their education and experience counts against them in their job search.

True career-changers are not looking for quick and easy alternative programs as much as they are looking for high-quality alternative programs.

Teachers who have come from other careers want to be effective in the classroom. Their success hinges on excellent, targeted teacher preparation, as well as positive, well-supported initial teaching experiences. Programs need to take several specific steps:

1. Use targeted selection processes that identify the strongest candidates.
2. Design programs that take into account the specific needs of adult learners.
3. Ground pedagogy in content and the needs of diverse learners, integrating theory and practice.
4. Provide strong clinical experiences in schools that prepare candidates for the specific settings in
which they will teach.
5. Assist with appropriate job placement in schools that make efforts to support novice teachers.
6. Ensure that teacher preparation programs are organized to promote students’ success as learners.

Achieving these goals may require considerable redesign of current teacher preparation programs. Strong arts and sciences faculty, along with education school faculty who have considerable K-12 experience, must participate in creating and delivering programs that better integrate content and pedagogy, theory and practice. More effective collaborations with school districts are needed in the creation of clinically-based programs, with accomplished teachers serving as mentors, cooperating teachers, and clinical faculty. District-based programs must forge stronger partnerships with universities to ensure that apprenticeship-style preparation remains connected to advances in the disciplines, teaching and learning, technology, neurodevelopmental understanding, and more.


The survey also found that career-changers need more financial support while making the transition to the classroom including health care insurance, stipends and loan forgiveness.

“Ed. Schools Flunking Math Prep”

According to a study released on June 26, 2008 by National Council on Teacher Quality, colleges of education are doing a terrible job of preparing teachers to teach elementary math. In many universities, the professors in the college of education do not teach the math for elementary teachers; usually the professors are from the math department, and those math professors agree that newly-minted elementary teachers are poorly skilled at teaching math.


The report looked at 77 elementary education programs around the country, or roughly 5 percent of the institutions that offer undergraduate elementary teacher certification.

It found the programs, within colleges and universities, spend too little time on elementary math topics.

Author Julie Greenberg said education students should be taking courses that give them a deeper understanding of arithmetic and multiplication. She said the courses should explain how math concepts build upon each other and why certain ideas need to be emphasized in the classroom.


The fact is many education programs already require students to take courses intended to “explain how math concepts build upon each other and why certain idea need to be emphasized in the classroom.” Other researchers (i.e. Liping Ma, James W. Stigler, James Hielbert, Harold W. Stevenson) have found that American teachers compare poorly with teachers of other countries both in their understanding of math and their ability to teach it. So what is the problem?

Any of the math professors could have told you, but a study is more convincing. A PhD candidate at the University of Arizona is working on a dissertation about the attitudes of pre-service elementary teachers in the "math for elementary teachers" course. The candidate video-taped students in their elementary math classes, conducted interviews of students and their math professors, and analyzed the students evaluations of the class. She found that students approach the elementary math courses with one of two attitudes: either they consider themselves a math learner and see the course as an opportunity to learn more, or more commonly, they see the course as a waste of time because they already studied the material in elementary school and think their understanding is already more than sufficient.

The dissertation confirms what professors of these courses have observed again and again. Students tend to be hostile because they believe the courses are nothing but meaningless university hoops. Nevertheless, alarming numbers fail the classes. Some universities have a 50% fail rate. Students retake the course until they barely pass and then they move on, eventually becoming certified teachers, even though their math understanding is still woefully inadequate.

The report also criticized the tests education students take when they complete their coursework, and on which states rely when granting teacher licenses. In many cases, the prospective teachers are judged on the overall score only, meaning they could do badly on the math portion but still pass if they do well in the other areas.


Truth be told, the math professors do play a role in the problem. Many of them do not want to teach this kind of low-level content, deeming it a waste of their expensive and prestigious PhD's. Besides, they know students tend to down-rate the instructors of these courses, hurting the instructor's evaluation mean. Furthermore, math professors often fail to customize the course for education students. One way to motivate the unmotivated is to present the material in the context of anticipating and preventing children's math misconceptions. But since nearly all the math professors have never taught young children, they are unable to provide the information the future teachers want.

Without the misconception frame, students may believe that there is something wrong with them, an idea that is very hard for them to accept after twelve years of gratuitous self-esteem building. Even when a math educator with experience teaching children explicitly teaches the class in terms of children's misconceptions, students often remain hostile and become even more resentful when they perceive that for some reason unknown to them they are not succeeding in what they believe should be a “skate” class. They will often punish the instructor with unfairly harsh evaluations. No worries about the instructor's self esteem.

College students are naive if they believe that a professor cannot match up anonymously written student evaluations to the individuals who wrote the evaluations, especially in a class of around 25 students or less. The dissertation video-taped fraction lessons. Pre-service teachers, even when gently confronted with conceptual errors, grouse, “So what? What difference does it make?” and other similar responses. The same students inexplicably writes in the evaluation that they did not get much out of the class. No wonder, with the bad attitude going in.

American children are especially weak in fractions, so it should come as no surprise that elementary pre-service teachers, given that they are often among the least scholastically able in the university, are especially weak in fractions as well.
"Almost anyone can get in. Compared to the admissions standards found in other countries, American education schools set exceedingly low expectations for the mathematics knowledge that aspiring teachers must demonstrate," said the report.


One of the main reasons American children do poorly in international comparisons is because their teachers are ill-prepared to teach them.
(Francis) Fennell, who instructs teacher candidates in math at McDaniel College in Westminster, Md., said a common area of weakness among his students is fractions—the same subject the national math panel described as a weak area for kids. "Part of the reason the kids don't know it is because the teachers aren't transmitting that," he said.
